When you build a house in Pakistan, the total cost is usually split into three stages. Knowing what each stage includes helps you plan your budget and decide how far to build now.
Grey structure
This is the bare building: foundation, brick walls, roof slab, steel reinforcement and the labour to put it all together. No plaster, tiles, doors or paint. It is the cheapest stage and typically makes up about half of the final cost.
Semi-finished
Semi-finished adds plaster on walls and ceilings, doors, windows, electrical wiring and plumbing. The house is weatherproof and secure but not yet liveable — floors, paint and kitchen are still missing.
Fully finished
Fully finished means a move-in house: floor and wall tiles, paint, kitchen cabinets, wardrobes, bathroom fittings and light fixtures. This is the most expensive stage and can add 40–50% on top of the grey structure cost.
Which stage should you build?
If your budget is tight, build the grey structure first and finish later. This locks in the shell before prices rise further. If you need to move in soon, go fully finished in one go — it is usually cheaper than finishing in many small phases.
